As an Associate in the Policy and Legislative Drafting Department, he advises public sector institutions, regulatory bodies and other clients on complex legal, policy and regulatory matters, translating policy objectives and institutional priorities into practical, enforceable legal and regulatory frameworks through drafting, legal and policy analysis, and regulatory advisory.
Alongside his legislative and regulatory practice, Kevin has experience in data protection, constitutional law, energy law and debt recovery matters. - Part of the team that assisted the Pharmacy and Poisons Board in developing and reviewing regulations governing the Pharmacy Profession, including the Continuing Professional Development Rules, Standards and Practice Rules, Fees Rules, and Pharmacy Education and Training Rules.
- Part of the legal team representing the Office of the Data Protection Commissioner (ODPC) in proceedings concerning Worldcoin, involving the collection and processing of Kenyan biometric data using the Orb technology, and raising constitutional issues on data subject rights, consent and regulatory oversight. Judgment was delivered in favour of the ODPC.
- Part of the legal team acting alongside the Attorney General in opposing a Constitutional Petition challenging the implementation of the Health Cooperation Framework between the Kenya Government and the United States Government, raising constitutional issues on data protection, governmental decision making and cross-border transfer of personal data. The matter is currently pending judgment.
- Part of the legal team acting alongside the Attorney General in opposing a Constitutional Petition challenging the establishment and legal framework of the National Infrastructure Fund, raising constitutional and statutory questions on its establishment as a limited liability company and the governmental approvals involved. The matter remains pending before the Court.
- Part of the legal team representing the Energy and Petroleum Regulatory Authority (EPRA) in complaints filed against the Authority before the Energy and Petroleum Tribunal.
- Part of the legal team representing various banks in debt recovery litigation.
